Unsure: Shoe size, age and height will not give an accurate estimate of adult height.  At 13 i was 5'10' with a shoe size of 9 and I am 6'1'.  My son had a shoe size of 9 at age 13, was 5' 0' tall and stopped growing at 5'10'.  X-rays of the growth center will allow the provider to guess but it will only be a guess.  Don't sign up for the nba yet.

The basics: The growth centers in the bones of her feet will close during adolescence. In women this can occur as early as ~14  or as late as ~18. At that point the bony structures are finalized, but shoe sizes can still change. The ligaments between bones that hold the structure can weaken or change under the burden of changing adult weight/muscle mass/ physical activity/pregnancy etc.

Not directly related: Shoe size and height are mostly genetically determined, however height can also be influenced by diet and exercise.  Height can also be restricted early with detrimental activities (smoking, trauma, etc).  Shoes size can change with increasing weight (pregnancy, obesity), but usually shoe size cannot decrease.
