Dysdidrosis?: Likely dyshidrosis, a type of dermatitis. Could be fungal but less likely, however only way to be certain is to get the help of a derm who can do an in office cheap test ( koh) and tell for sure in 5 minutes without guessing.

As long as you are not having pain or instability in  your joints/hands, popping/crackling by itself is likely harmless..
