Different handicap: People in scooters are handicapped with an inability to walk or move.  Some are blind but most are not.  Dogs can be used for orientation but also can be a warning, or a companion, and some are trained to retrieve objects for their owners.  So they are multifunctional -  isn't that terrific?

Either-Or, not both: Service dogs require the use of one hand, and the other hand is kept free to interact with environmental obstructions such as doors. Leader dogs are way more effective than canes in most cases, because they think! the dog will keep his or her companion out of harm's way. A cane can notify the user of obstructions and help in ambulation but can't stop someone from walking into traffic!

Depends: Blindness is a general term.  Legal blindness is a snellen visual acuity of less than 20/200 best corrected  or a very small visual field.  This is the big letter "e" on most charts.

A person with absolute blindness can not see any light.

Yes: Color blindness (we call it deficiency) occurs in a variety of patterns with some having absolute inability to make some color discriminations and others having a moderate loss with poor ability to see the more subtle colors.

Errors, Infections: Sight is one of the most valued traits humans hold close to their hearts.

Some newborns are born blind, because of genetic errors of metabolisms unable to process certain sugars or amino acids. Others succumb to infections such as rubella during gestation, while others are born strictly with eye diseases such as glaucoma or cataracts.

Blindness: Self induced blindness is very rare and may be associated with mental illness.  Pressure on the eyes can result in central retinal artery occlusion.  Not controlling blood sugars in diabetes and not controlling hypertension can result in self inflicted blindness.  The real question is why would anyone make themselves blind? Psychiatric care should be considered.

Testing: The most common type of "color blindness" is red-green color deficiency. Blue-yellow deficiency or true color blindness (achromatopsia) are rare. Color testing can identify which. The problem is a lack of certain types of cones or their opsins (light-sensitive compounds). Red-green deficiency can be adapted to fairly easily and is not very limiting, but the others can significantly impact vision.

Sometimes: The generally accepted definition of "legally blind" is usually 20/200 or less in the better seeing eye or less than 10 degrees of vision.  This qualifies for the income tax deduction and may qualify you for disability.  Best to check with your carrier.
