These are not normal findings, and if you've had them for some time, it really needs to be evaluated by a physician, who can do a physical exam, run some lab tests, and also discuss your history in more detail, and recommend a plan. Walk around: You should try walking around every 30 minutes or so to get your blood flowing. Try not to stay seated continuously for a long period of time, try stretching your legs out and moving your arms if you aren't able to get out of your chair.

Hyperventilation: When you are very upset, you may breathe very quickly, even if you are crying or sobbing. This rapid breathing can cause you to lose to much carbon dioxide too quickly. That is what give you the symptoms you describe. Putting a  paper (not plastic) bag over your mouth and nose can help reverse the co2 loss and resolve the symptoms. If they symptoms persist, call your doctor!

Cant be for so long: Meningitis is not without fever unless it is part of an auto-immune syndrome.
With no fever and with normal white count this is not acute meningitis.
This may be an auto-immune condition.
You need to see a doctor and have lab work done.

Further testing: Your description suggests potential sensitivity to nerve compression, and raises question of possible peripheral neuropathy, even of small fibre origin.  Cannot help confirm ms, as you could possess brain lesions of alternative cause.  You can sort all of this out with EMG study, maybe skin punch biopsy, and even spinal fluid analysis.  Discuss thee issues with your neurologist.

Need surgical eval: These symptoms - suggestive of spinal cord being compressed - need evaluation to rule of cancer or growth causing these symptoms. The other explanation could be herniated disc but you need further evaluation and this is very serious so get evaluated immediately.

Explanation: Although MS can be a tough diagnosis due to vague symptoms, I would doubt your problems are caused by MS.  Suggest you have an MRI of your neck, as that is most likely the anatomic location for your issues.  Your head/neck pain could be c/w Occipital Neuralgia, and could consider problems in arms/legs due to peripheral neuropathy if neck films are benign.

Neurologist: Sounds like an immediate trip to the neurologist. A central nervous system or spinal issue can cause numbness on only one side of the body. This can be dangerous so i would seek immediate help.
