Yes : Sometimes eye drops are prescribed for the ears.  That is ok.  At least in the past, the ph of eye drops was more neutral than the drops used only for ears.

Probably neither: Conjunctivitis is usually a viral disease and non of these antibiotics help.  You may use just one of them not both.  Tobramycin 3x daily no more than 10 days.
