Apple cider: is not going to help baldness.
Minoxidil, is hard to say; it is effective ONLY on some patterns of baldness and NOT on receeding hairline. AND irritated scalp is more likely to react to any drug put onto it. Furthermore, enough irritaiton can cause baldness (and responds to anti-inflammatories). I guess I am recommending a dermatologist.

Vinegar has been used to treat yeast.

Try it?: I have not known this to be effective but doubt it would cause any harm to try it on one that is inconspicuous.  But I would recommend skin tag removal in the office with freezing or clipping - it usually gives very good results and is fast.

Mole removal: Vinegar does not remove moles but you may have had a localized reaction to the vinegar. You are better off seeing a board certified physician to have a the mole evaluated and possibly removed.

Skin pigmentation: Facial skin pigmentation may be caused by many things. There are forms of inflammatory conditions of the skin that may cause this. Sun avoidance &amp; protection is critical to any treatment regimen. Unfortunately, treatment with apple cider vinegar and onions has not been shown to be effective. An examination &amp; evaluation by a medical provider would be helpful in accurate diagnosis &amp; treatment.

No: These remedies are not effective for lice. Otc treatments like rid or nix (permethrin) are much more likely to be helpful, and if they don't clear the problem see a physician.
