Colitis: Mucus from the anus indicates for colon (large bowel) is inflamed. You need to see a doctor to determine why its inflamed and what needs to be done about it.  There is no “just anal discharge” but it could be a short term temporary condition (infection) or a long term, more serious inflammatory bowel disease.

It also can signify an infection depending on the color/odor. Flu protection ?: Airborne spread of the flu virus can come into contact with inanimate surfaces touched by hands, and washing one's hands after contact with "other mucus membranes" as mentioned usually will prevent spread to those areas.  The real "reason" for hand washing is the spread of viral particles by infected individuals on doors, stair railings, etc..

Lubricant: Mucus helps to lubricate the passage of bowel movements, and is usually present in small quantities. If it is more noticeable than that, it is a sign of inflammation, from many possible causes, and should be checked out. See your doc if it  persists beyond a few days, or is associated with blood.

two times ive gone to the bathroom ive had a clear mucus like substance from my anus. im not experiencing any pain, i do have a hemorrhoid that is external and is almost gone, it no longer hurts, its two weeks old. what could this be?

: Passing mucus through the rectum isn't concerning unless there is copious amount or associated intestinal symptoms or there is a STD  present.  However since you were experiencing anal discomfort an anal fissure may have been the cause. A proctologist is best to evaluate you if anal discomfort or problematic hemorrhoidal symptoms don't fully resolve.
