Swelling is natural: Ankle joint swelling following a mild or moderate sprain is common. It can last a lot longer than you think. It's fortunate that you do not have pain, but natural for it to be still swollen at three weeks. Be patient. Swelling typically resolves at 12 to 16 weeks, but can last longer with recurrent sprains or chronic ankle joint problems. At your age, this likely will not be a future problem.

Ankle swollen. : Generally speaking, in the absence of a broken bone, an anti-inflammatory would be a good choice in this context.  But if your symptoms persist beyond two days, you would need a re-evaluation and consideration of an MRI to rule out a muscle, tendon or ligament issue.

Could be normal: Not uncommon for swelling in ankle to last several months after an injury. Is there pain? Was it evaluated by a physician to make sure no structural damage was done? If there is pain or it has not been evaluated, see physician.

Listen and Learn.: More than likely, the pain and swelling are  indicators, telling you that  sufficient healing has not yet occurred. The swelling is the body's attempt to put more stability on the injury, mainly to restrict movement. The pain is the body's attempt to convince you, not to use the ankle until further notice. You need to have the ankle re-evaluated and proceed with following proper protocol.

why do i sprain my ankles almost every year? and are my ankles still swollen from when i sprained then in july?

Only U can say if --: Are still swollen from last july or not. Some kids do sprain their ankles from daily activities. Or are you trying to or using heeled shoes?
See your pcp to get xrays and an exam and hopefully nothing is wrong. Then get pt to start exercises to strengthen the ankle ligaments/muscles to decrease the frequency of these sprains.
