Scalp hair?: You did not comment on how much hair you have on your scalp. The problem with your eyebrows maybe due to thyroid disease. I would see a dermatologist or an endocrinologist to determine what the problem is. You could also have alopecia areata in your eyebrows.

Need to be seen: By an experienced dermatologist, several causes, may be systemic, hormonal etc.. In Telogen effluvium or alopecia, hair falls off, but thinning is different, good luck

TE is patchy.: Telogen effluvium tends to cause patches of hair loss, almost shaped as perfect circles.  Alopecia causes a more diffuse hair loss.

Possibly: Hypothyroidism can cause eye brow loss, so get a physical and labwork. And inflammatory conditions can cause hair loss, so those need to be ruled out. I don't think steroid creams would help.

Steroid: This type of alopecia is likely alopecia areata and it is very dufficult to treat. While there is no really good treatment for ghis condition sterhoid injection has shown some benefit.
