Is it really??: The closest thing to infant cradle cap in adults would actually be a fungal infection of the scalp. Cradle cap in infants is basically old skin cells stuck together unaffected by baby shampoos that don't loosen the flakes.Regular use of medicated dandruff shampoo will help adults solve the flake issue, but if unresponsive   you will need to have it looked at by your pcp.

MEDICALLY KNOWN AS: Seborrheic dermatitis is a common infant condition. However, adults can get it(dandruff) as well.
Treatment is a shampoo with salicylic acid, selenium sulfide, coal tar or zinc pyrithione. Use daily for a week or so, then cut it to 2-3 times a week. Leave it in place for 5 mins or so after gently massaging the scalp, then rinse.

Seborrhea: Sounds like you are describing seborrhea or psoriasis. Seborrhea should respond to washing a couple times a week with selsun blue medicated shampoo. Psoriasis will not. If it does not respond, see a your doctor or a dermatologist for further diagnosis.  Good luck!

Have it looked at: You may be dealing with a scalp fungus that may require a prescribed oral anti fungal agent.Creams don't penetrate the scalp deep enough to get at the hair root, so it can persist. If not, a good scalp care routine can be set up.

Seborrhea: Seborrheic dermatitis is not curable but is easily managed by a variety of treatments, starting with common dandruff shampoo. An sntifungal may also be helpful. Hydrocortisone should not be the sole treatment.
