HCG level: If you missed your period and hpt tests are not clear cut, you may see your doctor for a blood test for HCG level that is more sensitive and specific.

Probably: If the tests are positive, then probably yes. Urine pregnancy tests are very accurate  and false positives are rare,

Do another test: Sounds like you might've had a chemical pregnancy, which is a very early pregnancy that just turns positive and then you start your period a few days later. This is extremely common, and most women find it frustrating, so I'm sorry. Test again; if negative, that's likely what you had. Good wishes.

About 4 weeks: Pregnancy is dated from the first day of the last menstrual period. Assuming you have a 28 day cycle then you are about 4 weeks and 2 days pregnant. You can figure it out by counting the number of day since the beginning of your last menses and divide by 7 to obtain the number of weeks.

Anovulation: is a possibility. Are you on birth control? Women can miss periods on birth control. If it continues consult your GYN.

Not sure: You might want to try a different test if you are not sure. The other option would we to see your MD and check a blood test. It may just be that you had a delay in ovulation, and that you period may come a little later than usual. If you haven't started in a week and you test is negative, you may want to check with your MD.

Not to worry: Unlikely that you are pregnant...after taking the "morning after piil: there are often minor menstrual abnormalities including delayed period...if your period fails to come in another week-10 days take another pregnancy test just to be sure!

Non-ovulatory cycle: The most likely reason is you didn't ovulate in your last cycle,  or that it was a late ovulation, but there's a long list of other possibilities. This is usually not to worry about, and you might wait a little longer to see when the next period starts. A doctor should be able to help you start sorting through the list.

: Increased stress (emotional, job, school, etc) can delay ovulation, which will delay onset of menstruation.  Dizziness needs to be evaluated by a neurologist.  Get a referral from your primary care physician to a neurologist, and see your gyn provider for an exam and testing.

Depends: If you did the tests correctly and a test was negative at more than 7 days after the missed period, you are unlikely to be pregnant. You could get a blood test for HCG level that would settle the issue. You may re do the urine test in a week, if you do not get a period by then. Use first morning urine and follow the instructions for the test carefully.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex.
