Absolutely: A lot of people may harbor the virus but only get an outbreak when their immune system (local or general) gets weaker for whatever reason and then the virus becomes active causing visible blisters.

Yes and No: Once you have the varicella-zoster virus, like other herpes viruses it stays in your body for life. One episode of zoster does not mean that you are doomed to multiple episodes, but there is always the potential for recurrence. There is evidence to suggest that this frequency of recurrence can be mitigated through use of the vz vaccine.

Maybe: Very few conditions present as "blisters on a red patch", and most commonly it will be herpes. However, that "herpes" can be either caused by herpes simplex virus (hsv 1 or 2) that cause fever blisters and genital herpes, or by varicella zoster virus, which causes shingles. The latter will present usually as a painful rash.

You can, but don't.: Generally these will open and create a small ulcerated area on the skin by themselves. If you squeeze or open them in an unsterile fashion they have a chance of becoming secondarily infected, and although i hate driving business away, you don't need added problems.

No: A percentage of people that contract herpes never have an outbreak. Or they may become infected, and experience their first outbreak months or years after exposure.
