Erectile dysfunction: He needs a thorough history and physical examination by urologist . The doc would do some tests and would advise the appropriate therapy. If every thing turns out normal, then psychiatrist evaluation is next.

See MD: See erectile dysfunction specialist to sort this out based on history, medications, etc. This can be psychological or based on health issues (diabetes, prior pelvic surgery for example).
