Can you tell me, if i am allergic to chrome-tanned boots, will washing them fix it?

No: The leather was saturated with chromic acid during the tanning process and washing just takes out those on the surface area. As time goes by, the level of chromate may decline. Try wearing a thick cotton sock to prevent your sweat which may leach out the chrome form the leather if you must wear them.
