Eyeball best: Sorry. Actually when "at rest, " like just prior to starting to pee, can gently squeeze shaft and "milk" downward. If you get anything at the meatus that is not urine, particularly if cloudy, or yellow-green, then get checked out by your dr / urgent care / std clinic or urologist.
