Gynecomastia: The most common cause of "male breasts" on both sides is weight gain. Getting on an exercise regimen and changing your dietary habits can help. There are some medications that can cause gynecomastia (enlarged male breast tissue). I recommend reviewing your medications with your doctor. In some cases, it may need to be surgically removed.

Surgery Helpful.: Assuming a young man has achieved a long-term stable weight and there are no “causative agents” involved, surgery may be indicated to treat persistent gynecomastia. It is often best treated with partial excision of the prominent glandular tissue as well as liposuction surgery of the peripheral chest area. If the prominence of the chest wall is caused by adipose tissue, then liposuction surgery.

Get to target weight: It seems that you are asking the typical question asked by most men over 40. The answer has to start with getting down to an ideal body weight. Ask your primary care to help give you the numbers that you need to set as target goals and then work hard to achieve them with diet and exercise. If you are the correct weight then may need surgery by a plastic surgeon.

Depends on the cause: Gynocomastia can be secondary to certain drugs (ie marijuana and many prescription meds) and also can be secondary to hormonal problems that may signal a bigger issue. Consider seeing your md for help with a weight loss plan if need be. If you do have gynocomastia, you need a testicular exam, review of your medications, and several blood tests that are not part of routine bloodwork.
