I doubt you're diabetic & I don't think it's a fungal infection but it's possible. . You could be dealing with excess friction and/or dryness or a type of allergic response. Avoid tight jeans. Wear white cotton boxer shots. If not improved consult a urologist or a dermatologist for evaluation.
