"Clean": You cannot tell by looking at someone's genitals if they have an std or not. Many stds, such as chlamydia and hiv, remain asymptomatic. For this reason, you should never assume someone is "clean" unless they have a recent negative std panel from their doctor. Always use barrier contraception, such as condoms, if you are unsure.

Yes: Cleanliness has nothing to do with having or getting an std. Many times STDs can be contagious, even though the infected person has no symptoms. Unless your partner has symptoms associated with stds, you are educated well enough to recognize the symptoms (even some physicians can miss the symptoms), and take the time to look for the symptoms; you cannot tell an infected person from anyone else.

YES: Anyone can get stds. Stds are passed between people by body fluids during sexual activity. Using condoms can prevent the spread of stds.

Need definition?: Clean is an undefined term. If in an old vernacular you mean someone who is without std's, then if you don't have one, you can't catch one. But, how does one know who does or does not unless there is instant testing of the person just prior to sexual activity. All of this to say that everyone should practice safe sex and consider that any exposure is suspect unless in a long term monomagous rel.
