Two factors here: you maybe obstructing blood flow causing swelling and/or fluid from your abdomen May be going into your scrotum. You need to see a surgeon.

It is all connected. I think the concern is that you may not be able to reduce it on your own. You need a surgical referral to have it corrected.

You have a reducible hernia where the abdominal contents, usually the small intestines, can enter the hernia sack through the defect in the abdominal wall into the scrotum. As long as the intestines can return to the abdominal cavity, there is no emergency. If it becomes stuck in the scrotum, it can lose blood supply and become incarcerated and this would become an acute emergency.
