Even without vaccination, under 1% of high risk HPV infections lead to cancer. Whether someone would be protected after 40 years is impossible to know, since the vaccine has been available and in widespread use for only 15 years. But it really doesn't matter anyway, because new HPV infections are very rare over age 40.
