My left testi has raised up, only comes back down with resistance but goes back to the higher position. i was told i have a spasming cremaster but was basically told there was no solution. is there anything i can actually do?

I agree with what you were told. This is not dangerous nor does it require a solution. However, if it is troublesome to you, see a urologist who most likely will tell you the same.
