Vaginal infection: The main cause of vulvar itching is candida (yeast) infection. However, yeast dosn't cause strong odor; fishiy odor usually is due to bacterial vaginosis. STDs like gonorrhea or chlamydia could also cause these symptoms. You'll need to see a doctor for vaginal exam and testing; this isn't something you can diagnose or treat on your own. Good luck.
