Same partner since jan 2019. i got tested feb 2019 and sept 2019, both negative. i have not had any sexual contact with anyone but my partner. july 2020 ive had two positive tests for chlamydia. my partner also got tested twice - both negative. how?

Chlamydia: The test in your partner may have been falsely negative -- did he maybe take an antibiotic? Are you sure he hasn't had other partners? On rare occasions, chlamydia can be carried for months or years, not show up on testing, and then give positive results. You need treatment and so does your partner, even with his negative test result. Good luck.
