Maybe: The area is situated close enough to the anus that yeast & bacteria from the poop can trigger an external infection in the area. If the skin surface is silky & not rough it is probably fine, but only an exam would be able to know for sure.

Probably not: If the redness on the baby's vulva is very recent and not associated with discharge or bleeding, it is most likely a transient inflammation that will probably resolve spontaneously with gentle cleansing, diaper changes etc... If it has been present for more than 2 to 3 weeks or if it persists despite your efforts, it would be wise to take her for a consultation with a pediatrician or gynecologist.
