We don't flush sperm: Young, healthy women are presumed fertile. Two weeks before the next expected period is the easiest time to get pregnant, because that's when most women ovulate. To predict this on a calendar, a woman needs regular periods. (That means it is not as important when the last period started or ended, but it's most important to be able to guess when the first day of the next period will be.)
