No: You get a sexually transmitted disease by having a sexual encounter with an infected person.The germs are passed by direct contact with any sexual body fluids including male semen,female fluids.It doesn't matter if there are sperm there or not.As long as the germs have a transfer vehicle in which to hide, they can be passed and infect someone.

STD: As a male - you don't have to secrete sperm to contract an STD.
