Penile lacerations: Not sure how petroleum jelly may have cut the penis but it can be used to heal minor cuts of the penis. More extensive ones, ongoing bleeding, redness, pus, pain, distortion of the contours etc need consultation with a doctor.

Rest: Give it a rest for a week or two, if the wounds are not healing at that point, consult a physician to make sure it's not something more serious.
