Penile dermatitis?: If the bumps are open sores or if there are blisters, genital herpes is possible. However, other STDs are unlikely, and overall this sounds more like an allergic reaction, chemical irritation, or something else entirely. But that's all that can be said from this distance. You'll have to be professionally examined to figure it out. Do it ASAP; the longer you delay, the harder to diagnose correctly.
