Depends on details: For bumps on the penis, a primary care doctor, a urologist, or a dermatologist can evaluate to see what they might be. Bumps can be trapped skin cells, trapped oily secretions, normal features, warts from HPV, etc... A close examination should be able to tell if there is a problem or not. A video consultation might not show enough detail to get a diagnosis. An in-person exam works best.
