Requires examination: It is difficult to comment without taking a look at the lesion. It could be a simple folliculitis which is infection of the hair roots (can happen with shaving). It could be a fungal lesion. It can also be a lesion possibly linked to a sexually transmitted infection such as herpes or syphilis. In any case this would require examination and possibly a swab/biopsy taken from the site of blister.

Quit shaving: Agree with Dr. Adam. It could be any of the things he mentioned. You are making matters worse by shaving. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. Drink enough water daily so that your urine is mostly colorless. Practice safe sex.
