Depends....: It depends on whether or not penetration happened. When you say genitalia were briefly touched are you saying just on the outside? If so then you should be fine. Also remember that the fertile window for a woman with 28-30 day cycles is considered from day 11 to day 18. If penetration happened and you were within that window then strongly consider taking Plan B.
