Can blisters and inflammation on the scrotum caused by cleaning it with disinfectant wipes/alcohol cause fistula of any kind?

No: To get a fistula from the inside to the outside, there would be some damage to the inside also. Without damage to the inside, there should not be a connection from the inside to the outside.

Use only: mild soap and water. Those other "cleaners" are too harsh and irritating and will damage your skin. If you would not use it on a baby don't use it on yourself...
