Check pregnancy test: As always, if you're worried about being pregnant then check over the counter urine pregnancy test to be sure. It sounds like you have irregular menstrual cycles which is typically due to not ovulating regularly. Having your tubes tied should not affect the regularity of your menses. It's possible that the act of the tubal ligation altered the blood supply to the ovaries so maybe a small effect
