I had my tubes tied a year ago and the er doctor told me my cervix is closed is there anyway i can be pregnant?

Tubal ligation: should be close to 100% at preventing a pregnancy. Exceptions are not unheard of, but you should not worry as the percentage is very very very small that you will conceive again. Closed cervix does not mean that you can't get pregnant. If you still have your uterus, then you still have your menstrual cycle which means your cervix is not really closed.
