Multiple things: Various conditions can cause itchy little bumps on those areas. It can be follicular eczema, an allergic or irritant contact dermatitis, urticaria, folliculitis, scabies, fungal infections, keratosis pilaris, among others. I would recommend having it evaluated and treated by a dermatologist.

Possible herpes: "Itchy bumps" on the buttock may herald a herpes infection, but an examination will needed to diagnose this. Other possible causes include bacterial infection, fungal infection and atopic dermatitis.
