No and Yes: They have what they have; they cannot create new germs from nothing. So, no, they won't obtain new STD-type germs. However, they can transfer "germs" from one area to another, and create an STD by using the germs they already have. For example, if one has oral herpes (non-STD), she can transfer her herpes to his penis via sucking on his penis, thus creating an STD. Don't stick things into anuses.
