without seeing these lesions i would guess that they very easily could be warts. Or, they could be small hair follicle cysts known as sebaceous cysts.
Anyway a good men's health expert may be able to identify and treat this for you.

Suggest that you see a dermatologist for evaluation and possible treatment if necessary. Although these lesions seem to be harmless, it would be prudent to get examined to confirm just that.
