Skin infection.: This is simple skin infection which may benefit from meticulous hygiene and if extensive from oral antibiotics. Hard to say, but might be improved with better DM control.

Diabetes +infections: Uncontrolled diabetes will make infections harder to treat and infection often worsens control. Best to see your doctor to help treat both conditions.
