Unlikely but possibl: It only takes one sperm cell to fertilize the egg. Pre-ejaculate theoretically does not contain sperm but I would be hesitant to give a blanket No answer not knowing 100% if this was "true" pre ejaculatory fluid with absolutely NO sperm cells in it or not.

Potentially yes: Most older studies have shown low levels of sperm or no sperm in pre-ejaculate with sperm not being motile (however, don't know how promptly samples were examined).
