Is it safe to skip your placebo week and just start a new pack while on 28 day birth control? and if it is, how many months would this be safe for?

Yes: It is reasonable to skip the placebo week. There are pills specifically designed to do this, as well (Seasonale, Seasonique). There isn't a true limit as to how long you can do this, but irregular bleeding sometimes occurs.
