My cervix is high and hard and feels closed. i'm 10 days late i also had a tubal ligation. 2 years ago?

The failure rate of tubal ligation is ~2% (much higher than expected). You should do a pregnancy test. If positive, see a doctor ASAP. There is a higher rate of ectopic pregnancy after tubal ligation.
