I have these spots on my penis over time they turn to zits, is this normal?

Need more info: What does "over time" mean? Hours, days, weeks, or longer? How long has it been going on? Herpes always comes to mind for genital skin problems that go from red bump to blister to pimple, but only if it happens over a few days, or if in recurrent crops. Of course the chance of herpes depends on sexual lifestyle and risks. Best to see a doctor or clinic and stop guessing and worrying. Good luck.
