Not enough info?: Age, weight, and sexual practices are all important factors. If post menopause if could be lichen sclerosus, cancer, phimosis or other. If obese, shaving, or using a vibrator chronic irritation would be the source. There are also a variety of dermatologic conditions but they would typically demonstrate some skin changes.

Clitoral adhesions: There is a hood of skin covering the glans clitoris (head) this can be quite adherent to the glans clitoris and could certainly cause at itch especially with sexual stimulation when clitoris becomes stiff. Worth checking out with your primary or gyn dr. In case there is a local skin problem.
