Before puberty: Your penis will not grow if you have completed pusberty. It will grow by itself, as a result of your own testosterone up till the end of puberty. We only prescribe testosterone for prepubertal boys with very small penises. The penis does not respond to hormones, or any other substances after puberty. Save your money.
