Part of puberty: 1st sign of pubertal change is testicular growth, then penis starts to enlarge, coincident with early pubic hair development. Penis continues to grow until puberty is complete, it then stops. Thus penis grows earlier in boys who undergo puberty early (can be as early as 8 or 9 years) & later in boys who experience puberty at a later age ( mid teens)..
