Yes: A urethral stricture, which is a narrowing or "blocking" of the urinary channel in the penis could be a cause of urinary tract infection or prostatitis. Stricture disease can also lead to bothersome lower urinary tract symptoms such as frequency, urgency, weak urinary stream - similar to prostatitis.
