Other thoughts: Just because the steroid isn't working doesn't mean it's not dermatitis. But i'd also consider fungal infection (which can worsen with steroids), herpes, and bacterial infection as part of our "differential". Certain medications can also cause rashes on the penis and other mucus membranes. So let your doc know if you've been on any oral antibiotics recently. I hope this helps.

Doctor can evaluate: If a new rash has not resolved with some over-the-counter Hydrocortisone cream and some moisturizer, a dermatologist or a primary care doctor can re-examine the rash. Common eczema should get better with cortisone, so if symptoms persist, the doctor(s) can check to see if it is a more serious type of rash, and also look for signs of skin infection (such as a fungus).
