Penile cold sores: This sounds like herpes. It could be either hsv type one or type two. We used to call these "oral" and 'genital' herpes respectively, but these titles were misleading. One who has cold sores on the penis should have a blood test to see what their herpes antibody titers say and then to have a refillable prescription for Acyclovir or other herpes medication. You need a good men's health expert.
