Who says they are?: There is no evidence that penises are larger if not circumcised. This organ varies widely in size, hence many social myths based on cultural belief systems. Circumcision has mixed benefits and risks, is no longer medically required but in some cases makes hygiene simpler, so parents request it. Some do the procedure because that is a religious or family tradition.
