Very unusual: If you a a guy and you have redness, swelling, pain, and/or warmth of the genitals, it is far more likely that you have infection/inflammation of the structures in your scrotum other than your veins. If you are a woman, it is possible to get phlebitis of the veins in your pelvis, but it is rare. Externally, the veins can casue pain if they are enlarged, but phlebitis would be very rare.
